STATISTICS-DOMAIN seed-prep (2026-09-23): the CSP product enumerates 5 statistical regions by NUTS-3 code — LV00A Rīgas, LV00B Kurzemes, LV00C Vidzemes, LV005 Latgales, LV009 Zemgales statistiskais reģions (2024 NUTS; since 2024-01-01 identical to the 5 planning regions). NO DIRECT-LEVEL OPEN SOURCE CARRIES THE CODE: VARAM's planning-regions GeoJSON has names only (and mojibaked ones), GISCO NUTS geometry is EuroGeographics-encumbered. The CSP file carries NUTS3_code on every unit and its own description prescribes the dissolve, so this is the publisher's recipe applied to the publisher's file, not a level-crossing aggregation of a foreign layer. AREA EQUALITY holds exactly (delta 0 m² on all five, each region one valid piece; 64,578.87 km² total). CODE SET 5/5 equal; NAMES: the file carries the short nominative form (Rīga, Kurzeme, Vidzeme, Latgale, Zemgale) where the enumeration carries "<genitive> statistiskais reģions" — same five places, join is on nuts3. CROSS-CHECK against VARAM 2021 planning regions: symmetric difference 0.15–0.69 % of area per region — generalisation noise only, no boundary change since 2021-07-01. Generalisation 1:1,200,000, disclosed. CRS EPSG:3059 → 4326.
