PARTIAL NATIONAL COVERAGE BY NATURE: only 895 of 5,570 municipalities have officially delimited bairros, so the layer is 17,575 urban units holding 83,649,397 of Brazil's 203,080,756 residents (41%) — not a gap in the file. Prepared 2026-09-27 for the IBGE Censo 2022 statistics collections (ibge-censo-2022-agregados r02, renda-responsavel, entorno). The GPKG stores every multi-part neighbourhood as single-part Polygon rows (18,269 rows for 17,575 codes; 391 codes, all with the same code, name, municipality, district AND sub-district on every part — islands such as Paquetá and Ilha do Governador), so the parts are reassembled on CD_BAIRRO: undoing the publisher's own split, not crossing levels.
